At stake were all 70 seats in the Parliament, determining the President of the Navarrese Deputation. ==Electoral system== The 70 members of the Foral Parliament were elected in 6 multi-member districts using the D'Hondt method and a closed-list proportional representation system. Districts did not coincide with provincial limits, being determined to coincide with the province's historical ''merindades'' of Estella (10 seats), Pamplona (capital) (18), Pamplona (rest) (13), Sangüesa (9), Tafalla-Olite (9) and Tudela (11). Voting was on the basis of universal suffrage in a secret ballot.
